Given the beliefs of Attorney Gen. Jeff Sessions and President Trump, it is highly unlikely that marijuana, or any illicit drug, will be decriminalized at the federal level for the next four years. However, I think we should examine the progress made under the last administration. President Obama pardoned/commuted the sentences of several hundred non-violent drug offenders and his Justice Department issued the "Cole memo", which prevented federal prosecutors from targeting states that legalized weed. What do you think of these measures? Was it possible for Obama to go further?

The Cole Memo seems like it maintained a good balance between the power of the federal government and federalism.
