The top five are Hawaii, Iowa, Minnesota, New Hampshire, and DC; the bottom five are: North Carolina, Arkansas, Alaska, Mississippi, and Louisiana. Arizona has the lowest monthly insurance premium (avg.) and Vermont is on the other end.
