Take the case of Germany. It has made education and health free until graduation. Well that may be an ideal state but still education and health should get preference in welfare policies as these are basic needs and making education free will enable more and more skilled human resource and therefore more income generation, which can take care of other human needs. And to ensure a good education and a good working force, the health care is very important. Have you listened about mid-day meal scheme in India? It offers free food to increase the strength and attendance of students in primary schools. But that has not provided desired results because health and employment to support family are major reasons for students not attending the schools. Although, food is the most basic human need but highly subsidized or state sponsored agriculture has not been successful in the highly agrarian countries (Soviet Union, China, Thailand etc.). It has been a requirement in states with less agricultural land like the gulf countries. However the agricultural resources allocations should be done carefully. There should not be monopoly of one or two giants in the agricultural sector.
