Multiple states offer a welfare program, "Welfare to Work", which allows low-income, unemployed people to learn job skills and technical skills. Some allow positions at private businesses and some offer positions and local government institutions/bureaucracies. A large issue brought up in providing welfare is that it lowers the incentive for people to become more self-sufficient. Does welfare to work take care of this issue? What do you guys think?

The basis behind 'welfare to work' programs seems like it would be effective. Studies from Brookings (https://www.brookings.edu/research/from-welfare-to-work-what-the-evidence-shows/) have shown mixed results behind the 1996 reforms.
